City of Kennesaw Board of Ethics Minutes

Boy Scout Hut

The Board meeting was held on August 28, 2014 in the Boy Scout Hut at Adams Park, 6:40 p.m.

Members Present: Terri Copeland, James Walth, Robert Quigley, Eric Dec & Sam Hensley Jr, Consulting attorney 

The meeting was called to order by Chairperson James Walth. 

The Board reviewed and discussed the Ethics Complaint filed by William Harris against Mayor Mathews. There was no public comment.

In regards to the allegation of a violation of Section 2-93 (4) of the Code of Ethics, a motion was made by Terri Copeland to dismiss the complaint as patently unfounded; it was seconded by Eric Dec. Vote taken, approved 4-0. Motion carried.

In regards to the allegation of a violation of Section 2-93 (5) of the Code of Ethics, a motion was made by Terri Copeland to dismiss the complaint as patently unfounded; it was seconded by Eric Dec. Vote taken, approved 4-0. Motion carried.

In regards to the allegation of a violation of Section 2-93 (6) of the Code of Ethics, a motion was made by Robert Quigley to dismiss the complaint as the facts stated were insufficient to invoke the disciplinary jurisdiction of the board; it was seconded by Terri Copeland. Vote taken, approved 3-1 (Eric Dec opposed). Motion carried.

In regards to the allegation of a violation of Section 2-93 (7) b. of the Code of Ethics, a motion was made by Eric Dec to dismiss the complaint as patently unfounded; it was seconded by Robert Quigley. Vote taken, approved 4-0. Motion carried.

With there being no further business to bring before the Board, the meeting was adjourned at 7:51 pm.

Qualifications: City resident with residency of 12 months prior to serving as a member.
